Minutes of meeting 8 November 2022 passed nem con

Matters arising AN:

  • Community Centre booked for 7pm 31 January.
  • Thanks to Hasan Demir for hosting the Air Quality event at Zara in South End Green.
  • NationBuilder replaced with a Blot blog and a Google Group for emails.
  • Newsletter will go out shortly.
  • Response to Camden Local Plan consultation nearly ready to send.

SS: Antiques Emporium (now closed) had been neglected and underused. Rents were low and owner was losing money. New owner Larry Lipman bought it in October; SS met him today. Will not propose flats, but keep as emporium after refurbishing. Will house independent traders but not just antiques businesses.

Revisions to the Neighbourhood Plan

Public meeting on 31 January (19:00-20:30) will not use World Café format; will be more structured. A report on the Air Quality survey [KS] followed by proposed changes to the NP (Neighbourhood Plan) [JG]. Note: later decided to hold air quality report until AGM

Panel: ST, VH, JG, AN, KS

Projector wanted; ST offered to donate one to the Community Centre.

Scribe wanted to take notes.

ACTION: AN to notify residents associations.

Limited setup time means unlikely to be able to provide teas and coffees to attendees.

Planning

31 Willoughby Road

GR: Refusal of application neglected to mention duty to protect Willow Cottages, which have a heritage listing. Kudos to Cllrs Stark and Chung. Dr Phil Smith consulted; committee voted to refuse; chair asked for a response from officers. Awaiting written confirmation of decision. BIA processes should be reviewed.

12 Pilgrims Lane

OF: Application received 33 objections but was approved. Approval raises concerns about the process. Residents can appeal against the decision only on grounds of procedure. Opportunities for objectors to express their views in Camden hearings contrast unfavourably with appeals run by planning inspectors.

AGM

RESOLVED: Our AGM this year will be held on a Tuesday in March

ACTION: AN to book the Community Centre.

Agenda: present a draft of revisions to the NP?

Any other business

AN: South End Green changes: We have been told Camden plans, after moving the 168 bus stand across South End Rd, to leave the slip road open. This is contrary to our understanding and to the vision for the Green in the NP.

ACTION: SS to investigate and report.

SS: South End Green streatery: traffic bollards used to enlarge walking space had been pushed back to the kerb. The plan is to remove them and build out the footway.

AHJ: Can we get Tom Parkes to speak to us and local groups on AQ initiatives?

KS: Heard many complaints about vehicles idling.

GW: Camden does not have enough enforcement officers.
